A la suite votre télégramme 31 IMPAR FRANC du 29 octobre nous avons poussé conclusion rapide négociations locomotives. Les dernières discussions techniques avant passer contrat auront lieu début semaine prochaine. Notre représentant sera M. (EPPER) chef ad interim mission nord-africaine chemins de fer et par (sic) ses collaborateurs. Les allocations de matériel ont été déjà faites (6747) par le War Production Board mais les délais de construction seront (inévitables) si les dernières discussions techniques ne sont pas menées rapidement.

Dans ces conditions nous espérons que M. L (EGUILLE) arrivera à Washington à temps pour régler les questions pendantes. Mais sauf ordre formel de votre part et pour le cas où l'arrivée de M. L (EGUILLE) serait différée nous ne retarderons pas les discussions en question et conformément votre télégramme IMPAR FRANC 31 nous prendrons les décisions qui nous sembleront les plus acceptables.
