General SEVIN reports on the changes made
in the composition of the Allied Control Commission. He thinks that the appointment of MACMILLAN in place of General MACFARLANE will result in a strengthening of the Commission and that MACMILLAN's political influence will be felt. He points out also that the change emphasizes the preponderant influence of Great Britain in Italian affairs. This he approves of, because he does not trust United States policy in regard to either French or Italian interests.
