Le 14 septembre 1943 un décret du Gouvernement paraguayen avait reconnu "le Comité Français de Libération Nationale qui fonctionne à Alger comme une entité administrative chargée de protéger, d'assurer et d'administrer les intérêts des sujets français."

A la date du 31 octobre 1944 "le Gouvernement du Paraguay a décidé d'étendre au Gouvernement Provisoire français présidé par le Général DE GAULLE la reconnaissance faite le 14 septembre 1943 au C.F.L.N.
