**Reference:** mes télégrammes nos 215 et 230e des 30 septembre et 1er novembre.

Un arrêté en conseil vient de remettre à notre disposition les fonds de l'état français bloqués au Canada. Ce décret précise que la BANGUE DU CANADA devra accepter comme administrateurs des comptes en question toutes personnes (690) nommés par le Gouvernement français et dont les noms lui auront été communiqués par mon intermédiaire. Je vous serais reconnaissant de ma faire connaître:

I. sous quelle signature ces comptes doivent être placés.

II. les instructions que vous aurez données aux administrateurs de ces fonds quant à leur utilisation. Je n'ai pas compris le sens de votre télégramme no 74 du 17 novembre qui ne paraît pas répondre à mon R38. Prisez de transmettre au Ministre de Finances.
