Au cours d'un entrotien que j'ai eu hier avec le Ministre des Affaires étrangères belge, j'ai indiqué a M. SPAAK qu'il me paraissait essentiel que les accords occidentaux ne puissent être interprétés comme ayant une pointe dirigée contre l'Europe orientale. Si (3221) de tels ... (se) révèlent nécessaires, il faut s'assurer d'abord de la compréhension et de la bonne volonté de Moscou. Cette condition étant remplie, les conversations franco-belges pourront s'engager sous les meilleurs auspices.
M. SPAAK est d'accord (3222) sur ce point et il m'a assuré que l'importance du facteur soviétique n'était pas sousestimée à Bruxelles. Il a ajouté que nos futures conversations ne devraient pas porter seulement sur les problèmes militaires car la Belgique comme la Hollande éprouvait le besoin d'un rapprochement économique avec ses voisins.
