M. TORIELLO, nouvel ambassadeur du Guatemala au Mexique, en présentant ses lettres de créance au Président de la République a prononcé un discours qui diffère des discours d'usage.

Il a déclaré que son pays, dominé jusqu'en octobre dernier par un dictateur se place désormais parmi les nations vraiment démocratiques et se rapprocherait du Mexique dont il s'est depuis vingt ans tenu éloigné, (742) par crainte de la .U. de la liberté.

Il convient en effet de remarquer que la nouvelle constitution du Guatemala représente un sincère effort vers statut démocratique.

Entre autres articles, elle comporte la reconnaissance de la légalité de toute insurrection populaire contre une violation de la constitution par le Gouvernement.

Le discours du nouvel ambassadeur est significatif de l'importance du Mexique comme pôle d'attrastion pour les régimes démocratiques d'Amérique centrale.
