Je crois utile de préciser, pour orienter vos entretiens, que si la reconnaissance d'un gouvernement par un état étranger est une condition indispensable de l'établissement ou de la reprise de relations diplomatiques normales, cet établissement ou cette reprise ne constitue pas une conséquence nécessaire de cette reconnaissance. Deux gouvernements (3174) peuvent, s'ils le jugent opportun, maintenir une représentation officieuse ou des charges d'affaires, et retarder envoi d'ambassadeurs jusqu'au reglement des questions pendantes.

Tel est aujourd'hui notre cas. Que M. MATEU succède ou non dans un avenir prochain à M. DE SANDRONIE, il sera, comme son prédécesseur, et suivant la prévision dont le Gouvernement espagnol avait été (the two remaining parts are missing).
