Il précise que la position à Londres est la suivante: le 23 décembre il a remis au Ministry War Transport notre programme au départ de la Grande-Bretagne en demandant l'allocation de tonnage. Télégramme de (223) RICHARD LAM est parvenu aux Britanniques mais ce télégramme ne leur indiquant pas qu'un programme civil de shipping français avait été accepté, ils ne sont pas disposés à faire une allocation. SENTENS a insisté en demandant qu'on nous alloue immédiatement un premier tonnage .M. sous le programme; il n'a pas pu obtenir satisfaction. Son impression est que les Britanniques, étant eux-mêmes à court de tonnage, ne nous consentiront d'allocations que lorsqu'ils auront (224) reçu des instructions formelles de Washington et probablement aussi des assurances concernant le remplacement de ce tonnage. Aussi, GRIDLEY m'a confirmé que le Ministry War Transport considérait que le télégramme de RICHARD LAM ne suffirait pas pour leur permettre d'agir.
