I. Etant donné que les crédits budget global constitués en francs seront utilisables soit aux Etats-Unis, soit au Canada selon les besoins, il paraît indispensable que la compétence du contrôleur financier s'étende au Canada.

II. Dès la réception du texte l'habilitant comme payeur général au Canada, M. MARQUAIS se rendra à Ottawa pour régler les questions avec la (253) BANQUE DU CANADA et la délégation.

III. D'après les indications déjà recueillies il paraît acquis que les retraits de fonds ne nécessiteraient pas concours Ministre des Finances canadien. Conditions fonctionnement de ce compte seraient donc celles qui étaient suivies en 1941. Des termes de votre titlegname, nous concluons que seul compte dollars canadiens serait ouvert au FCA Gouvernement Profistoire payeur général. Les deux comptes dollars américains existant sous l'Intitulé Gouvernement de la République Française ne subiraient aucun changement.
