Le départ de la Mission VALLENT-RADOT, qui devait avoir lieu la 15 décembre, a été retardé pendant quinze jours par suite de l'opposition du State Department à l'exact de Buenos Aires. Cette question ayant été tranchée, un nouveau délai de quinze jours a été nécessaire pour obtenir l'autorisation de SHARP et du Commandement de la région méditerranéenne. Les autorités militaires nous font savoir aujourd'hui qu'il manque encore l'autorisation du War Department.

(S16) Je vous prie d'insister très vivement auprès du State Department pour faire hâter l'accomplissement de cette dernière formalité, en faisant ressortir l'effet fâcheux que ses retards répétés commencent à produire tant sur l'opinion française que sur l'opinion des divers pays où la venue de la mission est attendue depuis un mois.
