Votre tél. 239-241. Je vous communique sous les numéros suivants deux télégrammes de Mexico relatant les difficultés qui continuent d'être faites, du côté américain, au départ du navire qui doit emmener (423) le Commandant DIVES à Clipperton.

J'invite M. GARREAU-DONNABLE à faire partir son attaché militaire et je vous serais obligé d'intervenir pour que, conformément aux assurances qui vous ont été données par le Département d'Etat, aucun obstacle ne soit apporté par les (424) autorités navales au voyage du Commandant DIVES et de son adjoint.

J'ai remis hier 21 janvier, à l'Ambassadeur des R.U. une note de protestation sur l'ensemble de l'affaire. Vous en recevrez le texte en même temps que les instructions vous mettant en mesure de négocier avec le Département d'Etat le règlement de l'incident.
