La note de protestation préparée par le Département ayant été remise à M. CAPPENT c'est par l'intermédiaire de ce dernier que le Département d'Etat se propose de transmettre sa réponse au Gouvernement Français.

Or, vos télégrammes 422-2422 s'annonçaient in fine, outre le texte de cette note que (537) j'ai bien reçu, des instructions destinées à me mettre en mesure de "négocier avec le Département d'Etat le règlement de l'incident."

Je vous serais reconnaissant de me préciser si dans ces conditions je dois attendre ces instructions.
