Le Combined Civil Affairs Committee, organisme anglo-américain présidé par H. McCloy, et qui prépare pour le Combined Chiefs of Staff toutes les instructions à l'usage des pays occupés, élabore actuellement réajenants administratifs qui seront imposés à l'Allemagne. Après approbation par le chef d'Etat-Major, ses instructions seront transmises au Général EISERMONER pour être appliquées dans les territoires allemands placés sous l'autorité (493) du commandement allié.

Il me paraît que l'entrée de la France au Combined Civil Affairs Committee doit être demandée au cours des entretiens qui vont avoir lieu en Europe. Elle devrait être facilement obtenue. D'après mes renseignements, des relations nombreuses se sont produites récemment au sein du comité entre Américains et Anglais au sujet instructions à envoyer aux organismes alliés en Italie.
