"Faithful to her traditions France could but applaud the initiative of the United States Government to relieve, by a common effort of the United Nations, the victims of Axis aggression without discrimination of race nationality or creed. While the Mother Country was still under the yoke of the enemy and in the midst of numberless difficulties General DE GAULLE brought to the UNHRA the adherence of France. Our country has not come to UNHRA to request material assistance for she herself will assume the financing of all supplies for relief and rehabilitation. We are happy to cooperate with all her technical committees and to share with the representatives of the other member nations the responsibilities of her administration. France, because of Indochina, is particularly interested in the task which will be accomplished by UNHRA in the Far East. In regard to the displaced persons forcibly removed from their usual residence and brought to Indochina we appeal to the services of UNHRA for the relief and their repatriation. Should the need arise in Indochina we might also cooperate with UNHRA on medical matters. It is in this spirit that the French delegation has taken part in the conference at Lapstone. The general feeling which prevailed in our work was the desire to see the utmost practical action with the shortest possible delay. From Lapstone we will carry away the definite impression of constructive effort accomplished to ensure the relief and rehabilitation anxiously awaited by the distressed populations of the Far East."

La conférence a duré six jours et a été présidée par le délégué de la Chine, l'Ambassadeur TEIANG. Le Ministre australien des Affaires extérieures, le Docteur EVATT a prononcé le discours inaugural dans lequel il a souligné la nécessité

1) d'assurer secours dans le plus bref délai,
2) procéder de .U. de l'échéance de l'UNHRA,
3) recruter personnel de l'UNHRA équitablement parmi les nations membres.

Le Docteur EVATT est resté trois jours et a pris une part très active aux délibérations.

(13) La conférence de Lapstone a été la première conférence nationale tenue sur le territoire australien et le Gouvernement s'est employé à lui donner la plus large résonnance; toutes les agences mondiales de presse et de cinéma y auraient été représentées ainsi que les principales stations d'émission de la radio. Les délégués ont été invités à l'ouverture du Parlement à Canberra et ont été reçus par le Gouverneur Général et l'.U. .U.
