CATROUX points out, for the benefit of the Minister for Prisoners, the trouble caused by the lack of a written agreement between the French and Soviet Governments on prisoners-of-war. He also discusses the possibility of transferring the French liaison officers in the American zone of occupation to the Soviet zone, and points out that the Russians are determined to have complete control in their own section.
