DIPLOPHANCE asks CATROUX to obtain the consent of the Kremlin to the entry into Roumania of two technical experts, MM. COULON and BURCEEL. The Soviet Government had already told M. GARREAU that there would be no objection, in principle, to this arrangement. The Soviet Ambassador in Paris has also been approached, and requested to obtain permission for the two men to be allowed to travel freely around the country once they get there.
