Je remercie vivement V.R. de la nomination de RM. ... NECLAY et D'HARCOURT. Etant donné le volume des affaires administratives et consulaires, surtout (comptables), auquel ce poste doit faire face, il est impossible que M. ALATERRE soit retiré de cette délégation à moins que:
I. ouil n'y soit remplacé sur-le-champ par un agent pouvant (410) assurer un tel travail,
II. du il ne soit nommé auprès de M. ...NECLAY à Montréal d'où il continuerait à adninistrer les comptes du service de l'infornation, de la base navale, du commissaire aux prisonniers, de M. ...NECLAY. Cette solution qui reprendrait l'organisation d'avant guerre présente d'ailleurs des avantages. C'est de M. ...NECLAY en effet que provient la presque totalité du travail de chancellerie que nous avons à effectuer.
