(20429) Les experts anglais escomptent que, sur ce point comme sur le terrain politique, des arrangements conclus entraineront la décision américaine. Ces arrangements ne seraient d'ailleurs appliqués que si les dispositions relatives l'emission des billets (20430) étaient acceptées par les Américains. L'accord d'aide Mutuelle aurait pour complément un accord monétaire semblable a celui qui régle les relations de change entre les territoires du sterling - area et l'Empire français.
