"Professeurs MANILLE et JUGU en fonctions depuis mai à l'INSTITUT FRANÇAIS AMERICAIN ne reçoivent pas traitements, déliqué prétendant n'avoir reçu ni fonds ni instructions. Je fais personnellement avances mais demande instructions formelles extrême urgence.

Des difficultés me sont également faites pour installer INSTITUT dans le local choisi. Indispensable cette situation intersuccesseur pour continuer œuvre utile (du moment). Je demande uniquement réalisation promesses formelles qui m'ont été faites à Alger".
