Je suis obligé de vous signaler que la non-venue de M. PIGEONNEAU a créé dans les (milieux) gouvernementaux éthiopiens une atmosphère qui nous est défavorable. Les dirigeants abyssins ont le sentiment, que je me suis évertué naturellement à dissiper, que la France ne désire pas traiter l'Ethiopie sur le même pied que les autres nations. N. OERBAL, qui a eu l'occasion ces jours ci (entretenir) plusieurs personnalités éthiopiennes, a recueilli la même impression. Il est d'avis, comme moi, que pour le (règlement des questions) (106) pendantes avec le Gouvernement éthiopien, qui se ramènent à trois, Afambo, Chemin de fer francofezzan et reconnaissance mutuelle, l'établissement d'une ... ... s'impose. Si vous le jugez désirable, je pourrais sans plus attendre attendre préparer les voies au mieux (pour nos) intérêts. De SUDREAU, Addis Ababa.
