Diplomatic relations between the Swedish Government and the government presided over by Mr. LAVAL were broken on 24 August.

Following the example of the United States and England the Swedish authorities sequestrated the diplomatic building and put the archives under seal until the time when a new government is recognised by Sweden.

I stopped payments of the salaries of the personnel on 31 August pending instructions.

I turned over my chancellery cash balance to Mr. DE VAUX SAINT-CYR asking him to insure the protection of all French interests in Sweden. I asked him particularly to be responsible for those of the military and civilian men who escaped and who up until now have been getting their allotments from the Legation as well as the payment of pensions.

Mr. DE VAUX SAINT-CYR replied that he could not be responsible for these expenses without discrimination and that a three to four months period would be necessary for examining records. Fifty-three men who escaped were still on my hands on 28 August. They enrolled, for the most part, with the Committee of Liberation over a year ago. They were excluded from it later for various reasons, most of them for having made a demonstration a year ago against certain members of the delegation.

In addition, let me say that a civilian who arrived just a few days ago with the Francisco on his clothing and whom I had (?sent?) to the delegation was informed that he could not be enrolled without referring the matter to Algiers and that examination of his case might last four to five months. I suggested to Mr. DE VAUX SAINT-CYR that he give the persons concerned a respite of a few days so that, according to his expression, "they might surrender." He told me --3-- make such a decision without encroaching upon the duties of Major GARNIER who is said to have received full powers in this sphere.
