Lors de son départ pour la Belgique M. KOUD avait demandé confidentiellement au Département que le Gouvernement français se chargeât lui-même de la protection des intérêts chinois ... ... et fonctionne dans des conditions qui semblent donner toute satisfaction aux intéressés.
