après de nombreuses démarches un navicort a pu ôtre obtenu au profit du comité de secours pour 200 tonnes sur vapeur FIBB, a condition que matériaux soient achetés exclusivement avec des fonds d'origine locale, ce qui exclut toute participation de cette ambassade, même pour revendre marchandises acquises au nom de la Croix-rouge, on les offre en don. Le comité n'ayant pas de fonds suffisants, les deux banques françaises (vont) avancer 200.000 pesos dont le remboursement va évidemment (paralyser) ses efforts.

Je ne désespère pas de ... faire admettre le droit pour la Croix-rouge française de faire dans l'avenir des achats en Argentine. Mais il est indispensable que les deux précisions réclamées par mon tôlègramme 2 . . me soient données.
