Il s'agit non pas de cartes d'un modèle spécial mais de cartes postales ordinaires du régime international en usage dans pays (Union) postale universelle et que public peut acheter dans bureaux de poste. Votre télégramme 162 ... que cartes de l'espèce sont vendues par postes japonaises et que nos nationaux comme tous les autres émis en outre peuvent les utiliser pour correspondance avec Europe y compris France.

Ambassadeur de la France à Peiping signale qu'il en est ainsi pour la Chine et que nos nationaux dans ce pays utilisent déjà cartes postales pour correspondance avec la France (rest unreadable).
