Le ministère des Affaires étrangères vient de m'envoyer une note en réponse à la demarche que j'avais faite auprès du vice-minisire. C'est un refus catégorique comme je vous l'avais fait prévoir. Ce refus est tout à fait fondé sur des arguments banals de manque de confiance dans la loyauté de l'ennemi et de répugnance à admettre des mesures discriminatoires dictées par lui. Je relève cependant une phrase qui fait bien ressortir l'égoïsme stricte qu'anime les autorités qui ont pris la décision confidentielle "il est impossible au Japon de consentir à ce que ces produits (caoutchouc et riz) sortent de la zone d'Asie orientale pour assurer ce règlement de compte qui n'intéresse pas (directement) le Japon .....
