Suite à mon télégramme du 16 novembre.
La position du décanat est encore en suspens. Bien qu'en fait la première place ait été occupée par l'ambassadeur d'Allemagne aux obsêques de M. HERRY, le compte-rendu officiel du Galmushe met en tête du corps diplomatique l'ambassadeur de 1'U.R.S.S. ... ... ... .

D'un autre côté, l'ambassadeur de 1'U.R.S.S. a envoyé aux chefs des missions neutres de Tokyo ainsi qu'à moi-méme une lettre portant en substance que dans les circonstances actuelles ... ... d'ambassadeur neutre "non-belligérant", il semble préférable de voir occupé le décanat par le plus ancien des ministres neutres.
