II. En ce qui concerne le ... de 15.000 tonnes la discussion sur les prix conduite par le Gouverneur Général avec la mission japonaise préalablement ... a la conclusion suivante:-
I. Le prix de 15 francs par kilograme jugé du côté français en raison des charges accrues de $1^{\prime} \ldots$ comme un prix minimum n'a pu etre accepté du coté japonais. La ... a indiqué officieusement qu'elle ne pouvait donner son assentiment à un prix supérieur à 13 francs par kilograme.
