A la suite du désir exprimé par Mme ARSENE-HENRY dont votre télégramme 89-90 m'a fait part, j'ai prié notre ambassadeur Berne d'intervenir auprès du gouvernement fédéral afin que celui-ci voulut bien obtenir des autorités britanniques et américaines l'autorisation pour Mme ARSENE-HENRY d'embarquer sur le plus prochain vaisseau d'échange. Le ministre de Suisse vient de signaler qu'il ne lui semblait pas opportun de soulever actuellement cette question ...

I. Parce que le gouvernement britannique avait déjà donné son accord de principe,

II. ... les (100) pourparlers pour un troisième échange de civils entre E.U. et Japon n'en sont encore qu'à un stage ...

Par conséquent le (gouvernement) fédéral gardera l'affaire en suspens jusqu'au moment qui lui paraîtra ... pour que son intervention ait des chances de réussite.
