Le gouvernement japonais a accompagné la remise
de la note des commentaires suivants:
" L'armée japonaise qui a un besoin urgent de
plastrés accepte votre offre de 125.000 .000 à la condition
qu'alent lieu sans délai en France des conversations d'experts
pour lui donner satisfaction pour le surplus de sa demande.
(Le Japon) estime que l'Indochine peut supporter la charge
monétaire envisagée, et par ailleurs la demande en question
correspond à des nécessités réelles, l'armée prévoyant une
grande intensification des opérations militaires."
