our commercial counsellor has already indicated (Telegram
No. 555b) this rate, moreover, is not unfavorable to the
Government, as the German banks are carrying out in Rumania
their redemption of (?French?) debts at the rate of 4 lei for
one franc. I add that Mr. BARRET would be in a position
before very long, to redeem about thirty million lei of debts.
