In order to have a basis for making a declaration on the questions of creating special funds for loans under the government monopoly of opium, the Department of Finances asks: first, about the new situation and the exact motive calling for the abandonment of the former system of opium ("maturities") and payments; second, the number of funds considered, the places where they will function and the loan to be made to each one; third, the opinion of the Controller of Finances on terms and suitability of transactions. As a rule they could not look forward to a loan above 1,500,000 renewable as they become justifiable within a time limit of from 45 to 90 days as the maximum.
