6. Should—N— be encountered on the part of the French to the fulfillment of the clause regarding the 12,000 tons, I would find great difficulty in obtaining a new postponement of deliveries even on the basis of the prices evaluated by the petroleum advisor in November 1943.

7. Numerous indications which I have received lead me to think that it will be difficult to obtain from the Germans the extension of the transit authorizations granted by the agreement of last February.
