The plan for a Privy Council (? for the Colony?) follows:
"Art. 1. A Privy Council is established for the Governor General of Indo-China, High Commissioner for the Pacific.

Art. 2. The Privy Council is composed of the following, under the Presidency of the Governor General:

The Commanding General in charge of troops.
The Secretary General of Indo-China.
The Director of Finance.
(? The Director?) of Diplomatic --1M-.
The Director of Political Affairs.
The Director of the Governor General's Cabinet to be Secretary, with the right of debate and vote.

Art. 3. The Comptroller of the Treasury has the right to be present at the meetings. Upon the decision of the President, the following will be invited to sit with the Council with a vote and the right of debate on matters relating to their departments:

The Heads of Local Administrations.
The Inspector of (? Roads and Bridges?).
The Admiral in command of the Navy.
The Commander of the Air Forces, and the
Heads of General services of the Government General.
Art. 4. In case of the absence or disability of the Governor General, the Secretary General will preside. In case of the absence or disability of a titular member, the Governor General may call his deputy to sit with the right of debate; however, a general officer acting as deputy for the commanding general has the right of debate and a vote.

Art. 5. The Privy Council is convoked by its President to deliberate upon all questions which the latter will submit to it, concerning the external and internal policies of IndoChina. Special additional powers may be conferred on it by the Governor General if the occasion arises.</text>
