            <text>(Part 4) Upon receipt of your telegram No. 273-276b, I notified the Turkish Government of the appointment of M. LORAND and asked that I be informed of the date on which the latter was to go to Ankara to begin negotiations.

Finally, I reply to the question raised in your telegram No. 276b.

There are no Anglo-Turkish negotiations at the present time concerning the redemption of the (719357) bonds. Here is the very precise information which I obtained about the paying off of these bonds:

"The agreement concerning the 7--U--F bonds issued in (719357) with a view to the repurchase of the (Part 6) Smyrna-Aydin Railroad was completed in February 1940 by a 'supplementary agreement' which associated the meeting of this debt with the 'commodities account, --U--S service controlled by the export guarantee department.' It is a question of a special account and (Vits?) --U-- the price of chrome and other Turkish articles bought by Great Britain, --U-- by the creditor whose installments on the bonds in question are paid. Should the supplying of the account be insufficient for meeting the debt, there is a clause which stipulates that in that event the Turkish Government will furnish supplementary pounds sterling, drawing them from its own funds. This same 'commodities account,' --U--S service controlled by the export guarantee department will likewise have --U-- to the service in --U--S of the loans in connection with the --U-- of Karabuk and other securities in connection with the public services of Istanbul."

This very day I shall begin the (7--N--7) with M. LORAND as a result of which it may be --U-- instructions --N-- stated specifically in a separate telegram.
