it appears that the blockade would justify at present the purchase in
Portugal by the General Supply Office, of products such as sardines
packed in oil, which up to this time have been subject to severe
restrictions.

Please verify this information. Do you think such purchases
would be facilitated by the exportation of a corresponding amount of
French merchandise?
