It is true that the Arsenal, being an important industrial unit in the Saigon-Cholon area, is under obligation to participate, to the extent of its abilities in the keeping-up of the essential industries of the area. I cannot too emphatically call your attention, (as I urge you to be so kind as to reconsider your decision), to the major disadvantages which would accrue from its abstentions and the serious difficulties with which it would confront me.
