4. At the time of this latter affair, I noted on the part of the Superintendent of Public Instruction a deliberate intention to condone the misdeed which had been committed, which reveals much as to the Hector's true sentiments. Of course, I announced the punishment which the situation called for, although he was opposed to it.

5. Reiterating the proposal contained in my telegram referred to above, I therefore ask you formally this year not to renew M. CHARTON'S colonial assignment, which will expire in the coming month of August.

6. I should be very grateful if you would cable your general consent as soon as possible; later, I shall send you recommendations for the replacing of M. CHARTON, taking into consideration the general directives of your aforementioned telegram of 30 September, 1943.
