x - This message was also sent to Vichy by Mr. MARGERIE under date of 9 August. His message begins with the following comment:

The Department will find under the following numbers the resume of a telegram which I received from our Consul in Shanghai. It explains very clearly the cost and disadvantages of the present method of ensuring the financing of our services and public works in China. At first glance it seems to me that the connection with the Swiss franc as suggested by Mr. DUVAL cannot be approved, the resources produced by the clearing agreement being certainly absorbed by other needs. Perhaps the Office of Exchange Control may find, nevertheless, as it studies the telegram of our Consul General in Shanghai, some significant means of rendering less onerous for the Treasury the solution of our financial difficulties in China.
