Le Gouvernement espagnol a nommé ministre de ... uruguayen M. AGUILAR, préó́demment au Paraguay. Ce dernier est arrivé a Montevideo le 10 août. Peu de temps après le Gouvernement uruguayen prenait une décision transférant a l'intérieur de la République, pour raison de sécurité, les marins allemands (du) TACOMA, navire (ravitail)leur du GRAF SPEE. Au nom du Gouvernement allemand, M. AGUILAR, quoique n'ayant pas encore présenté ses lettres, formula une protestation. M. SERATO refusa de l'accepter. Cet inoident a augmenta la tension entre l'úuguay et l'Espagne, qui reproche au Gouvernement uruguayen de ne pas réprimer sur son territoire la propagande anti-phalangiste. M. AGUILAR attend toujours de remettre ses lettres.
