I. M. D'ORNANO accept poste que lui propose commissaire aux prisonniers de guerre. Il désire cependant savoir aussitôt que possible s'il est bien désigné comme chef bureau permanent prisonniers Washington et comme représentant commissaire aux prisonniers aux E.U. travaillant sous autorité délégué. Je vous serais reconnaissant de me fixer d'urgence sur son statut exact pour lui permettre prendre service dès 1er janvier.

II. Je propose pour ORNANO traitement 2750 mensuellement correspondant rang chef service. Sa tâche devant se (diviser) entre Washington (et) New-York il convient d'autre part prévoir engagement pour son service d'un secrétaire bilingue dans chacune de ces deux villes. Provisoirement, du moins, locaux nécessaires pourront être mis à sa disposition par notre bureau. Veuillez me faire connaître accord Finances.
