Les envois partiels par la Croix Rouge américaine du contingent mensuel de 500 tonnes de conserves pour nos prisonniers ne permettent pas, en raison de leur menu tonnage, l'utilisation des bateaux prévus au paragraphe 2 de mon télégramme du 24 octobre 1941. Le transport par mer de ces envois partiels lorsqu'ils sont dirigés sur Lisbonne est assuré pour le trajet Lisbonne-Marseille par les bateaux du C.I.C.R. Le transit en est également confié à Marseille pour l'envoi par fer sur Genève à un représentant du C.I.C.R. Le contrôle de ces expéditions entre Lisbonne et Marseille est donc entièrement exercé par le C.I.C.R.
