L'Office des changes ayant son siêge à Paris, rien ne sopposs à ce que des transferts soient faits au profit des personnes résidant en zone occupêe. Toutefois les ordres de paiement seront envoyés à l'échelon de Vichy de l'office des changes qui se charge ensuite de les transmettre à son siège de Paris.

L'échelon de Vichy exécute directement les ordres de paiement en faveur des personnes résidant en zone occupée.
