Depuis le dócés de M. KLOTZ le 15 juin 1941, l'agence consulaire de BIRMINGHAM, ALABAMA, est gérée par M. CONSTANS.

Celui-ci a fait savoir à notre consul-général à la Nouvelle-Orléans qu'il acceptait de devenir agent consulaire.

Je serais (reconnalssant) au Département, s'il n'y voit pas d'objection (3040) de donner son agrément à cette designation, qui est nécessaire pour obtenir la reconnaissance de l'intéressé par le Gouvernement américain.

Monsieur CONSTANS est né de parents français à Lyons en 1896. Grand blessé de la guerre 1914-18, (naturalisé) américain en (19...), il est professeur de Français au BIRMINGHAM COLLEGE et président du groupe de l'Entente française dans cette ville.

Il n'a pas cessé depuis l'armistice de donner des preuves de son attachement à la France et de sa compréhension active pour l'oeuvre du Gouvernement.
