Le Ministre de la marine signale que, a condition, d'un nouvel examen du dossier actuellement en zone occupée et qui lui parviendra sous peu, il craint qu'(11) ..., même accompagné d'uncdóclaration marquant son caractère bénévole et maintenant le principe de nos droits, n'ouvre la vole à ces revendications portent sur l'ensemble des territoires que nous occupons en Chine du Nord. Il estime donc qu'aucun abandonnement ne doit être consenti et que seule la possibilité d'utiliser ces territoires comme "monnaie d'échange" suivant une provision ancienne, permettrait (de) modifier cette attitude.
