Après avoir paru disposé à accepter, sous certaines
conditions, nos recommandations pour le règlement des créances
commerciales, le ministre des finances vient de faire connaître
par écrit qu'il se refuse (à tels) arrangements à ce sujet
jusqu'à la fin de la guerre. Dans ces conditions il conviendrait
de renoncer à la procédure d'ensemble proposée au (bilan) de mon
télégramme ci-dessus dit. Afin que des encaissements de créances
puissent encore être faits par mon intermédiaire, les instructions
et documents des maisons françaises devraient être envoyés directe-
ment à mon attaché commercial: celui-ci assaiera de (valoriser)
chaque créance et, s'il y a lieu, de faire annuler les chèques
déjà établis (pour en) faire verser le montant à ma chancellerie.
