Il me semble qu'en tout cas le ministre des affaires étrangères est convaincu par nos arguments et qu'il est bien disposé; mais comme je vous l'ai souvent signalé ce n'est pas lui qui décide. L'opposition semble provenir du ministre du commerce qui voudrait que le Japon fît l'opération lui-même afin qu'... de réaliser le bénéfice commercial qui en résulterait et (de) recevoir des marchandises dont il a grand besoin. Il aurait déclaré que (si) un navire suisse apportait des machines-outils on lui donnerait un plein chargement de riz et de caoutchouc. Nous avons naturellement fait valoir que jamais les anglo-saxons ne donneraient de navicert pour apporter des machines-outils au Japon et qu'insister sur ce point serait en fait un moyen de détourner ... toute l'affaire.
