Referring to your telegram No. 1--.
I have made the necessary arrangements for obtaining American visas for Monsieur Ronault (?).
Concerning his voyage, --- the University of Quebec, but it has been impossible to travel by boat for more than two years. I propose to pay --- dollars for his voyage by air out of interest in him, and to advance to him about fifteen hundred dollars (?) for his own expenses and those of his wife and children to be repaid (?) over a period of five years. Would it please Your Excellency to approve of these recommendations.
