Referring to your telegram No. 81.

You can hand over the money for Havas to Mr. Dufour. On the other hand, I think it would be worth while to use the funds available in chancellry under the title "for administration correspondence" (article 10 of the decree of January 3rd last) to telegraph to the United States, if this is possible. According to an agreement with "telemondial", an arrangement was made on July 6 with the paymaster general in New York that service be provided through the transfer of $2400.
