It is my duty to say that all charges, everything which is proposed whether officially or privately, will be considered in the light of those principles which rule the politics of government and particularly the politics of the world.

To facilitate the collaboration which I expect, the department will send out at intervals information concerning the principal developments in the political scene in France. This information will explain what is going on from the point of view of the government and will, at the same time, enable you to influence the opinions of Frenchmen living in the country of your residence, who should all rally to the support of the Marshal.

On your part, I would ask that you send me any information, of whatever character, which might prove useful, with the sole purpose in mind.
