The transformation of the Chancellery in Panama City into a consulate of class 2 being sufficient justification for limiting the territory of this post, the question arises of deciding whether this limitation should include, in addition to the Canal Zone and the province of Panama City in the administration sub-division of Panama any of the rest of the territory. On the other hand, since recognition must be requested for de NICOLAY from the Government of Panama and, also the Government of the United States, would it be wise to deliver to this agent two consular commissions in Panama one of which would be valid in the Panama territory under our jurisdiction, the other for the Canal Zone?
